Staff engagement is an ongoing process, from the very beginning of the GPS review, all the way through to consultation on recommendations, then implementation and follow-up. 

For example, in late 2023, twenty focus group meetings, covering all job functions, were arranged by Korn Ferry Consultants to gather feedback from staff representatives, which has been taken into consideration in the review process.
